The Sexual Abuse of Deaf Women in Philippines

The sexual abuse of Deaf women: a human rights scandal in the provinces of Philippines.

MANILA - According to the former Philippine Deaf Resource Center (PDRC), one out of every three Deaf women in the Philippines is sexually harassed or raped. Half of the cases happen in the victim’s own home, with neighbors and even family members being the most common perpetrators. Despite the general decrease in rape cases throughout the country, rape remains the most widespread crime against Deaf women.

Imagine living in a home that is also, strangely, a foreign country, where you can neither fully understand what is going on, let alone be understood. Now imagine your life was like that 24 hours a day every single day. This is the plight of women like Anica and Diane, two Deaf women in their 20s, who like many other Deaf women have been sexually abused.

Anica, born Deaf, is a petite woman with a bubbly disposition. But behind the sunny demeanor lies a deep scar. During her teenage years, she was sexually molested by an uncle. The case remains unreported because she is too afraid to file a report.

Living in the same compound as her uncle, she harbors a terrible fear not only of family retaliation but also of being misunderstood by the police, given a lack of trustworthy interpreters. She has little motivation to push through with her case.

Many abused Deaf women share Anica’s plight. Desperate, they feel there is nowhere to turn for help. Most are hesitant to confide in family members because of long-standing communication barriers.

Diane, both taciturn and mercurial, is another survivor. Linguistically isolated since early childhood, she can only communicate through gestures and drawings. Her chronicle is heart wrenching: she was trafficked from her rural hometown to a large city, where she was forced to work in the sex trade, from which after several harrowing experiences she finally escaped.

Then she went through what the system had to offer: Diane was shuffled from one government agency to another; lived in a shelter for women and children; was put into foster care for one and half years before her family was found and she was eventually returned home.

Tragically, these are not anomalies. Indeed, the numbers in this context are genuinely disturbing: according to the former Philippine Deaf Resource Center (PDRC), one out of every three Deaf women in the Philippines is sexually harassed or raped. Half of the cases happen in the victim’s own home, with neighbors and even family members being the most common perpetrators. Despite the general decrease in rape cases throughout the country, rape remains the most widespread crime against Deaf women.

To press charges against her traffickers, Diane would have needed an accredited interpreter to give her testimony (otherwise, the authorities might deem it hearsay), but she was not provided with one. Indeed, throughout her entire stay at the shelter, she had no access to any interpreters at all.

Diane also appears to be suffering from Post-Traumatic Stress Disorder, but has never been diagnosed or treated because her deafness makes communication a constant challenge.

In a 2012 report by the PDRC, it was noted that a lack of awareness and sensitivity in dealing with disabled persons continuously bogs down our legal and judicial systems. For example, the inappropriateness of assigning male interpreters for female victims of rape and sexual violence may cause further trauma... #fakeinterpreter - Education Rights For Deaf Children

VIDEO [ASL/CC] - Education rights for Deaf children (feature of the #fakeinterpreter)

The #fakeinterpreter incident during Nelson Mandela's memorial teaches us an important thing - if you can't sign, don't pretend you can.

However, there is a large number of incompetent communication support workers "interpreting" for Deaf children in mainstream schools in the United Kingdom.

Deaf children are born with the same basic capacities for learning and language as all children; they can and should reach their full potential with appropriate, visual, quality educational programmes and support - it is their human rights!

PETA: (People for the Ethical Treatment of Animals) - Actor Olivia Munn - star of HBO's hit series The Newsroom - is taking her role as senior financial reporter to a new level by exposing "globalization at its worst" in her brand-new undercover video exposé, which reveals never-before-seen footage of animals being beaten, stomped, genitally electrocuted, and skinned alive on Chinese fur farms, where there are no penalties for this abuse.

China is the world's largest exporter of fur, and undercover investigations repeatedly reveal what the fashion industry won't tell you: foxes, minks, rabbits, and even dogs and cats are mercilessly killed in order to make fur coats, vests, trim on jackets, purses, and other accessories.

"Who needs fur to feel beautiful?" Olivia asks in her beautiful print ad, shot by top photographer Emily Shur, as a poignant reminder that fur only looks good on its original owner: the animal.

Olivia reminds us that when it comes to violence on fur farms, "There's nothing good about pretending like you don't know." Please take a minute to watch the undercover video footage. Then share the video on Facebook and Twitter to let your family and friends know not what they might be wearing, but whom. Petition: olivia munn/peta.org

Ontario Deaf Schools Staff Layoffs

VIDEO [ASL/CC] - The layoff of 56 full-time staff from Ontario’s Provincial Schools will hurt the province’s most vulnerable students with disabilities and severely impact the families’ rights to accessible education.

TORONTO - Vulnerable students in Provincial Schools to suffer from layoffs. The Ministry is moving this work to contingent part-time workers, and away from support workers who have over 20 years’ experience and who have made significant impacts in the lives of parents and students with disabilities, Warren (Smokey) Thomas, OPSEU President.

The layoff of 56 full-time staff from Ontario’s Provincial Schools will hurt the province’s most vulnerable students with disabilities and severely impact the families’ rights to accessible education. Ontario government reduces full-time workers who teach students with disabilities.

Warren (Smokey) Thomas, President of the Ontario Public Service Employees Union (OPSEU/NUPGE) said that the these students, who are Blind, Deaf, Deaf-Blind and learning disabled deserve far better from the Ministry of Education.

“The Ministry is moving this work to contingent part-time workers, and away from support workers who have over 20 years’ experience and who have made significant impacts in the lives of parents and students with disabilities,” Thomas said. “The move to part-time work will cheapen important programs that accommodate students in Ontario. Meanwhile, full-time social workers, residence counsellors, maintenance workers and support staff will be forced out the door.” ...READ MORE: http://www.nupge.ca/content/5866/vulnerable-students-provincial-schools-suffer-layoffs

A Hearing Mother Speaks out in Support of Deaf Children in Ontario.
Video by Wayne Nicholson

Hi! My name is Jeanette and I am a mother. I have a deaf son-he is 10 years old and he attends the school for the Deaf. I am not deaf as you can tell because I am speaking but I am choosing to send out this message-MY message in a video format to plea to other parents like myself that have chosen to send their child to a Provincial School. I think it is time that WE as a collective start a dialogue and have a discussion about important changes that will be coming down and have an impact on our children.

First of all, I just want to commend you on sending your child to a deaf school because I am sure it wasn't an easy decision for you. I know first hand how difficult it must be to be hearing and send a child to a deaf school and have them learn a different language probably different than the one you are speaking at home. So, you are very brave and as I I said I know how it feels because I do have a deaf child attending the school for the deaf and actually living in residence...
